Okay a slew of issues sprang up after merges... one being an image name conflict, which then became a "this is an old style module that brings its own providers therefore you cannot use for_each, count, or depends_on with this module". fixing that meant removing copy_images.tf from tfmod-config-job, and then adapting this to pass the utilities image when it makes the module call.
cleanup and the rest.
